fixed the inner ring offset

Hmm... something changed. Also, the mining beam I was going to put into this mod is now in the Armerments mod

Fixed up some more of the operational effects while waiting for Cosmoteer to start up to verify other mod's fixes.

I missed the appropriate files for lights to match the shield. Lights will get more work later.
