Increased Budget of all teams and season rewards for all teams to balance the development of the overall lineup throughout the seasons (aim is to have strong AI oponents...)

rebalanced Nick Heidfeld, Kimi Raikkonen and Sebastian Vettel. Added 3 more sponsors. Rebalanced sponsor payments to rebalance progressing through the seasons. Next: Rebalancing Engineers and adding real life enineers.
