Rebalancing for several Perks based on the changed for 4.0:

Transcendent Learning, Grasp the Void, Arcology project, Galactic Wonders, Executive Vigor, Colosus, Interstellar Dominon, Imperial Prerogative were all buffed.

Alll Perks that used to give Commander, Scienitst, Offical EXP now give 50% instead of 25%.

Enigmatic Engineering no longer gives Shields

Eternal Vigilance was slightly reworked because of the great buff it got

Detox Perk has been enabled and now gives Habitability and Max Districts on non-artificial worlds.

All changes have been updated in the Image in the mod page.

Added Scripted Variable compatability.

Updated for 4.0
Now gives bonuses to all Perks expet the Ascension and Crisis ones.
All Bonuses have been balanced to make them more or less equal in power and usefulness.
