Changed the game values so that relation's aren't required to be bad to declare war. Changed alliance cost 10 --> 25 (vanilla was 50), defensive pact cost 30 --> 20, NAP cost 20 --> 10, Military Access cost 10 --> 5, Declare war cost 1(vanilla is 10) --> 5 (because it would be OP because relationship doesn't matter anymore while declaring a war

Declare war cost from 10 to 1
Alliance cost 50 to 10
Base limit of alliances 1 to 4
Send insult cost 25 to 10
