Lots of changes here. Looking to make it less steam roll and lean into more interesting mechanics and economy management.

-Heavy machine guns with close quarters fire and 3 outriders were beyond broken, even for me. I had to chose between the two, and chose to have outriders stay in a group of 3. Close quarters fire removed from heavy machine guns. They still wreck face, just with less variance.

-Engineers, combat medics, and other low tier human support units had their health reduced to compensate for their extra utility in fights.

-Standardized costs and upkeep of all Human units.

-Food, mineral, and energy Upkeep factor is 0.0333 of cost.

-Advanced resource upkeep is entirely replaced by energy upkeep. Energy upkeep = 2(antimatter + transuranium) * 0.0333.

-morale is more closely tied to unit tier, and some outliers were knocked down a peg.

-Praetorian jump pack now has no action or movement requirement and movement is increased by +1. 4-turn cooldown.

-increased health of Assault Trooper and Praetorian.

-reduced health of outrider

-missile launcher +1 range add artillery trait from siegetank to compensate
-medic +1 cooldown on heal
-engineer +2 cooldown on heal +4 hp per heal
-add artillery trait to missilebot
-bunker -1 armor
-anti armor grenade small damage buff
-siegetank -1 morale -1hp per entity
-commander -2 morale -1hp per entity
-Valkyrie -2 morale
-non-hero units now level to 20
