Removed civil air traffic for the time being. Some triggers added to keep the mission from entering an unwinnable state. More to come, as it is still possible. As of #96, relative paths for mission briefings should function appropriately now. Let me know if the briefing isn't popping up at mission start, because it should.

First Paxproofing pass, no more war crimes allowed. Civil air traffic is wonky because DespawnAt locations don't seem to like having a different value than SpawnAt. It's a patch wait on that one, so I'll probably find something better to do with civil air. Further refinements coming, including a possible maritime patrol aircraft. Turns out the ocean is pretty big.

Rudimentary civilian air traffic implemented. All neutral, nothing for Cuba yet.

Repacked everything into its own mod directory, all necessary files should now be included. See other shortcomings in the mod description. The way it is is the way it is.

Mission structure is largely completed. Neutral and civilian traffic is still very much a work in progress, but should be done in the near future.
