Set the buddy's charge requirement back to 80.
Also made it clearer when the hitbox ends.

Buddy now charges faster for all of basecast except for Clairen.
(3 per hit for Clairen, 5 for everyone else)

Also maintain charge through death.

(workshop can't use actual percent to charge due to bugs in rivals code)
