Various changes to mission tooltips

- Updated localization for 12/20 major update (unsub and resub to make sure you have the latest version!)
- Event province renames are now fixed
- Fixed Ecumenical Council interface so that the title fits on the banner
- Fixed Eastern Rome gov. reform tooltip to say "Tagmata" instead of "Cawa"

Improved clarity of some mission tooltips.

Updated and added tooltip localisations to match the latest mod release.

Reverted province rename fix for now due to it breaking some other city recovery events.

In the meantime, you can change the province name back manually in the province view.

- Fixed province renames from city recovery events
- Changed naming of Theme & Exarchate subjects to be more natural and historically/geographically accurate
- Renamed "Imperial Guards" to "Tagmata"
- Renamed "Elite Cavalry" to "Klibanophori"
- Changed "Rome" naming option to "Rhomania"
- Shortened some mission names so that they fit better
- Changed "Autonomous Patriarchate" to "Autocephalous Patriarchate" in some places
- Changed Theme ruler title from "Strategos" to "Dux"
