Added new recipe to recharge filters even if they are also empty and updated the required magazine so you can learn the new recipe

Initial push of the new update
fixed the recipe to recharge filters(NOT THROUGH LUA AS I HAVE BEEN UNABLE TO GET IT WORKING SO PROBABLY NOT COMPATIBLE WITH ANY MOD THAT MODIFIES THE SAME EXACT CRAFTRECIPE)
