Repaired a function that will now:
1) Fix issue that was causing a crash when pretender mission starts and finishes.
2) Fix issue with the pretender not being removed when mission failing.
3) Fix issue with the HRE not being replaced by the pretender when mission succeeds.

All four Holy Roman Empire: (HRE) missions now work seamlessly, whether you start as the HRE or take over as another faction.

Enhanced HRE Voting System:
Member factions now cast their votes based on the relative strength of two polarised groups:
Loyalists: Includes loyal factions, puppets, the Emperor, and half of the neutral factions.
Separatists: Includes the pretender faction, discontent factions (those aligned against the Emperor or with poor diplomatic relations), malcontent factions (at war with the Emperor), ambitious factions, and the remaining 50% of neutral factions.

This mod resolves critical issues with the Holy Roman Empire (HRE) mechanics in the Medieval Kingdoms 1212 AD mod.

Fixes
Election System: Resolved functionality bugs.
Pretender System: Corrected issues with pretender faction behavior.
HRE Player Transition: Players now properly ascend to Emperor status after elections.
Frankfurt Region Transfer: Fixed the transfer of Frankfurt to the election-winning faction.
HRE Title Transition: The "Holy Roman Empire" title now correctly transitions to the new Emperor.
HRE Decrees: Decrees transfer seamlessly to the new Emperor.
HRE Reforms: Addressed reform transition issues to ensure proper functionality.
