Fixed crashing from B42.1 itemcount

UPDATED TO BUILD 42

A few changes were made to recipes for balance reasons and to take into account new B42 items.

- You can now only recondition Suspensions and Brakes. (uses materials + an old suspension or brake, even broken ones)

- There is a new Recondition Tire recipe instead of making a new one, as nobody would be able to craft a proper tire without AutoCad and very specialized tools and machinery. The tires can be reconditioned as many times as needed with the output quality depending on your Maintenance and Mechanical skills.

- The Patch Tire recipe is still there for when you need a quickfix for a nearly broken tire but with limited quality output.

- Reconditioning recipes usually take into account Maintenance skill rather than Welding/metalworking.

- The making of Car windows now uses the vanilla Glass Panel , no more need for my other mod to have access to these recipes.
