Hotfix: merged two events related to pirate and outlaw station spawning respectively to prevent some rare desync cases.

- All pirates are now explicitly told not to do orbital bombardment (through their country type definition).
- As such, the pirate stations are once again allowed to appear above habitable planets, reverting back to vanilla behavior.
- All pirates are no longer allowed to attack unarmed orbital stations (through their country type definition).

Seems like relying on vanilla mechanics backfired a bit. Everyone knows that vanilla pirates attack unarmed stations in the system they are in. Well, today I found out that the habitat orbitals also count as valid targets. The outlaw fleets would sometimes get stuck in systems with said orbitals, endlessly trying to destroy something that can't be destroyed. One solution would be to allow outlaws to destroy orbitals, thus eliminating the problem (literally). But it would really mess up the Void Dweller empires, so I went with a less painful solution of blocking all pirates from attacking unarmed stations as all mining and research stations would still be removed upon starbase destruction.
