V0.3 - Update some of the settings

- Reduced both side fleet size and land base unnecessary units to improve loading time.
- Modify some location of unit to encounter enemy soon.
- The PRC base still have some defense unit "under water" , but SAM will still work and attack your plane.
The base location was inspired by Fiery Cross Reef , as that most of the atoll landmass was converted into an artificial island base by PRC in real life.
