Version bump for 4.0.*

Edited descriptor tags.

Added "Leaders" tag in the mod's descriptor. I've been checking what other tags other animated portraits use and I figured I should match those tags as well.

* Added "Cattleclysmic" and "Cattleclysm" name combinations for ships (i.e. Generic, Battleships, Titans, Juggernauts, Colossus), fleets and racial last names.

E.g. Cattleclysmic Tempest, Cattleclysm Mothership, ISS Cattleclsym, etc.

Simply put, I find it hilarious and fitting for the mod's theme.
