Set note offset to 20ms to improve synchronization of audio with gameplay notes (gameplay notes were previously landing earlier than the music)

HARD CHART UPDATE: Moved the flaming skeleton that lands on beat 510 to instead land alongside the skeleton on beat 509 1/2, creating a pair followed by a brief break in the back-&-forth pattern. Made this identical change to the skeletons at beat 542 where the pattern repeats.

INTENSITY RATINIGS: Updated the displayed intensity ratings of Medium difficulty from 14 to 10, and Easy from 8 to 6 (the charts themselves are unchanged)
