Stadardized flat bonuses to 33% of vanilla. Bonus multipliers are 66% of vanilla. Penalties are 50% of vanilla.

Also made the mod compatible with Lycia's Title Mod (WIP) - If you use boith you will get the reduced replenishment from titles.
