Some minor changes.

Neutral B ~ Start up increased by 3 frames. Held teleport increased start up by 2 frames and endlag by 2. Cooldown added to regular and teleport version. Slightly reduced scaling on the projectile.

Reduced dmg on a few moves.

Bair ~ Increased start up by 4 frames and endlag by 2.

Up air ~ Increased endlag by 2 frames.

Dair ~ Increased endlag by 4 frames.

Nair ~ Increased start up by 1 frame.

Ftilt ~ Increased cooldown by 5 frames to 20.

Dstrong ~ Increased dmg of each hit by 1.
