Ecumenopolis district cubes for a few district swaps

- fixed "build new zone" highlight
- something else that i literally forgot

- build queue can be opened with K hotkey (which was previously open planetary features)
- ????? paradox gave us habitability on the main tab i guess

- expanded armies tab downwards
- fixed the big rectangle underneath the district numbers
