-Changed decision visibility to show what you need to do to build locked facilities, as well as showing where the facilities will be built
-Added tiered decisions to build 1-2 mountainous Civilian/Arms Factories, so long as you have the appropriate Habitation Technology
-Made decision icons more standardized

Finally cracked the code for why the steam version wasn't working correctly when my local version was, now fixed.
