Balance
- Decreased item chance to 20% from 25%
- Decreased trinket chance to 10% from 20%, but increased it to 33% when you kill the beggar
- The beggar can no longer payout with an item on first payout

Fixes
- Lucky Foot now slightly increases the Beggar's chance to payout (forgor)
- His horse pill payout now respects the achievement
