Hot fix:
-burst no longer regens in the cutscene

Experimental addition:
For meter, the first circle can be placed as a free action

Hot fix for sadness during cutscene
also reduced the active frames for both of billowings hitboxes to one
reduced damage of the fifth bullet

Reverted fire bullet and dual shot being faster in combo

Small balance patch:
-Combustion and undertaker have increased recovery on parry
-reduced chip damage when blocking bullets
-reduced 6th bullets frame advantage on block to +1
-grounded combustion's forward-upward variant no longer has infinite hitstun
-Most set play moves are now faster in combo
