- fixed a bug where technology progress from investment rights not applied to the technology, if reached the monthly maximum
- fixed a bug where pm expertise growth from investment rights set to 0, if any country with investment rights had no expertise in this pm

- released nations now copies the expertise of its source country
- the building malus after changing a production method now is reducing over time until it expires
- tweaked some numbers for better balancing
- fixed the bug, where different plantation types with the production methods adding the monthly expertise growth value multiple times
