1.3 - Fix to Neutral Special and Down Throw. I managed to add the desired effects and sounds to the downthrow, and added an input check for the clacker volley, preventing it from being spammed.

1.2 - Bugfix to Down Throw. It used to either do nothing or launch the opponent so hard that you'd barely even see them fly off. I managed to fix that so it functions properly, but it's not very powerful anymore and lacks hit effects. Will fix this once I have the know-how.
