Changed bonus of the Panopticon
- Militarist Specialist Bonus has been lowered to +2 Energy +3 Production
- Orbital Strike Range has been lowered (as it wasn't working correctly and cannot be fixed easily)
- Now gives a 50% every 10 turns (on Normal Speed) to spawn a Marine or a Ranged Marine

- Mass Driver
Removed the +1 City Strike Range (as it wasn't working correctly and cannot be fixed easily)

I also set the version number to v2 (which it should have been since the last release, but I forgot to change it).

- Most Wonders in the first Ring no longer cost any Resources , because researching
Geophysics first and then having to research another Leaf tech to actually build a
wonder just did not seem reasonable.

Resource costs for some of the later buildings have been changed or replaced
with location-prerequisites to give variation and reduce the need of geothermal
a bit (Geothermal is still supposed to be the main resource though - don't expect
to just be able to build every wonder you want without finding ways to get more
of it!):

List of all Resource-Related changes:

- Gene Vault
No longer requires Geothermal

- Stellar Codex
No longer requires Geothermal

- Master Control
No longer requires Geothermal

- Panopticon
No longer requires Geothermal

- Quantum Computer:
Geothermal cost reduced to 2 (down from 4)
Now requires a local source of Silica

- Promethean
No longer requires Geothermal
Now requires a local source of Basalt

- New Terran Myth
Geothermal cost reduced to 2 (down from 4)

- Daedalus Ladder
No longer requires Geothermal
Now requires a local source of Firaxite

- All Wonders that had Affinity Resources as their Prereq now only need 3 of that
resource instead of 4.

- General Balance

- New Terran Myth
Now only gives +3 Culture (down from 8) from Trade Routes (this is because before the recent hotfix
the wonder was bugged and did not give Culture for International, but only for Station Trade
Routes - Firaxis fixed it (and thus made the mechanic finally useful), so I'm tuning
down the number to keep the strength of this wonder intact. If you use external Trade
Routes the wonder should be roughly as strong as it was before the hotfix.

Just a little Fix:
- Affinity Wonders in the first Ring now cost 2 Geothermal instead of the associated Affinity-Resource (because these are just not available at that time)
