Added helping hints to point out features.

Introduced the new vehicles.

Added night time IR strobe functions to people.

Corrected halo drops to function with sound.

Edited the base to feature the correct halo versions of ammo boxes etc... (Enjoy the holotable)

Updated to TEI version 0.13 alpha.
