magnitude changes.
Slow Time Shout (level 3) has a cooldown of 20 seconds and a mag of .01
Slow Time Shout (level 1) has a cooldown of 10 seconds and a mag of .15

Changes slow time shout's magnitude
1st shout: .30 to .15
2nd shout: .20 to .10
3rd shout: .10 to .5
Duration of shouts is changed to 3, 5, and 9. (seconds)
Cooldown for shouts are 2, 6, 10. (in seconds.)
