V5.84:
* Enhancement subroutines now use `onSpawnAbility(self, sim, slot)` for initial setup when spawned. Mostly an internal optimization, but affects few subroutines (Blackout works immiedately instead after 1 turn for example).
* Updated description of Treaty, Cyclone and Proximal subroutines.
* Fixed Proximal subroutine not working then spawned from Self-Evolving Programming.
* PWR subroutines - spending hash key on them now disables them for 2 turns.
* AI PWR drain is now a Console ability. Drains 3 PWR. Requires Hacking level 2. Reboots Console for 5 turns, shorter by 1 turn with each Hacking level above 2.
* Hushpuppy V.PWR changed to fully passive, now doubles cooldowns added by spending hash keys on PWR subroutines.
* Updated descriptions of Hushpuppy programs.
* Self-Evolving Programming now chooses new subroutines smarter.
- if amount of proactives and reactives together is 6, while PWR subroutines is 1, add a PWR subroutine,
- if amount of proactives and reactives together is more than twice that of enchancements, add enchancement subroutine,
- otherwise add proactive or reactive subroutine.
