Fixed a bug where eConsume_MovementAP does not behave correctly

Added ability to customize whether to treat run and gun as an extra movement point (default: on)

Fixed a bug where moving then sword at melee range uses STATION_SWORD behaviour, now if you move, sword while standing still will use behaviour based on action points remaining, and movement point cost in this case will be treated as 1 AP. (In this mod, right click for move + sword and move then select sword will yield different results for eConsumeMovementAP)
