Problem - Too many 8000p+ ships spqawning

Now only 1-3 will spawn near a broken station
(They really are OP)

Weapon changes:
- Witchdoctor's Black Shears and Anchorman's Barrage no longer explode
(This caused problems when building)

- Fixed the Rapid PD Cannon damage
Was previously 0 for some reason
now change to 1 - 100DPS whilst the Anchorman's Barrage has 2 damage - 200DPS
(Damage Per Second)

Added new weapon:
The MQTR (Mega Quantum Time Rifter)
- Deals 5000 damage
- Charge time of 3sec
- Explosion radius of 500
- Range of 10000
- Power usage of 5000

Most of these will be fixed later on...

Decrease damage and energy cost of the "punisher"

- WitchDocter's Black Shears: now explodes when destroyed or makes contact with other objects
- AnchorMan's Barrage: now explodes when destroyed or makes contact with other objects
- Explosion radius: 200
- Explosion damage: 100

*Fixes on the "punisher"
- Decreased damge of the "atomic blaster"
This should lower the knockback given

*Added 2 more drone launchers
- Fixed a couple of minor things and added more tiny ships to support the blocks

Improved starter ship so that it includes 2 shields
*This should improve the chance of survival when you first start the faction

* Added 3 new weapons – higher tiers of previous weapons
- Renamed some blocks
- New and better thruster
- More powerful power generator
* The size of the new generator, thruster and weapons have not been changed and is still the same size as it's previous tier
