Rebalance (cos it'd been nerfed too much). Carnival jungle land grab happens for all jungle improvements in cap and puppetted cities.

Nerfed the Carnival land grab cos AI Brazil was a monster. Now only plantations and brazilwood camps claim jungle.

1. Fixed a bug that didn't correctly assign a tile to a city

1. Fixed issue when AI Brazil is eliminated Brazilian tiles remain on the map. No more.
2. Border exp. rebalance (cos it was crazy OP!! And the AI are super incredibly efficient at using it)

Normalize border expansion rate better with The Inuit civ/mod. (The AI is very efficient at playing Awesome Brasil :)

1. Fixed a bug preventing AI Brazil from expanding borders during Carnival
2. Restrict land grab to plains and grasslands (not tundra)
