(1st homeworld new pop would have previously grown in 9.2 months, now it's 12.0 months)

Made Frontier Outposts cost 0.33 influence/month (up from 0.25, to avoid Sunday Spacer empires)
Adjusted tech costs a bit better in order for them to be more half the vanilla value.
