Depart the pony's government from the original government file,Improve compatibility with other government Mod, and (maybe) reduce the memory usage.

将马用政体从原游戏的政体文件中单拿出来，增加对一些与政体相关的mod的兼容性，（有可能）会降低一些内存使用。
