Made gendered leadership an in-game policy, rather than part of portrait selection. This also means that any namelist can be used without worrying about men having women's names or vice versa.

Significant update - added in text descriptors for exactly what choice you're picking on the species selection screen. At the same time, since this allowed that screen to be much clearer, added in a suggestion given some time ago for leaders to be a more restrictive subset of the larger population.
