Hiding/Displaying edicts is now done via the country edicts and policies screen (reached with F8) and not on a planet basis.
Due to the way the game implements its rally points, this mods rally points will take first priority, if a planet is not assigned to a planetary rally point it will use the games own rally points if there are any.

Added Spanish localisation , thanks to Maverick.

Copied the english localisation over to the currently untranslated languages, since they apparently don't fall back to english.

Rewrote english localisation to be a bit more immersive.
Updated planet icons to reflect new localisation.
Tweaked the planet edicts box size so that two lines of text can fit inside.

Fixed a bug where constructed ships would with fanatical fervor seek out their rally point, refusing all other orders.
Changed so that a planet with a rally point won't show the edict for that rally point, to lessen confusion.

Greatly improved the tooltips of all edicts, they are all much more informative and looks better too.
Added edict "Rally to Me!" which causes all nearby planets to set the enacting planet as their rally point.
Currently it has a distance of 60 units (first warpdrive is 45 units) and should save you some clicking.
