- Removed power station / water pump requirement
- Removed minimum room size requirement

Previously this room required the presence of a power station or water pump. However as user MeVII pointed out, what about a Utility room with just a boiler in it? Unfortunately the game does not support a room that requires one of three possible objects. So I have removed this requirement entirely.

Consequently, since a boiler only takes up 1 by 2 squares, the minimum room size should be reduced to that as well. However a 1x2 requirement seems kind of pointless as the only possible smaller room would be 1x1. So I've removed the size requirement as well.
