Version 11/1, Add Treaty of Niwa, one of evil Lowee Empire treaty that prevent many universe to declare war each other but that didn't stop Lowee Empire from expansion and conquest the galaxy but in this game is stop any civs to declare war and any civs are at war will force to peace with any question, but if you proposal this treaty will lead many warmonger leader upset against you and likely will repealed this treaty any time as they want.

- Add Treaty of A. Niwa Resolution
This Evil Lowee Empire Casus Belli Prohibitus Treaty will prevent any civilization to declare war each other and any civilization already at war will force to peace which lead any Warmonger civs such as North Korea will angry as well may will help many weak army civs survive and you as well as block Domination Victory, this Resolution is still in beta, work with any civilization. (Require Community Patch)
- Add Technology Licensed Resolution
Test if they are working, increase cost of reseach if have discover by one of civilization.
