Halved the rate of which the sprinklers.. sprinkle. This will hopefully help with some FPS issues on lower-end machines or on massive farms.

Also increased the inaccuracy stat of the projectiles. This means, when placed higher up, the sprinkler will cover more area.

Now ACTUALLY fixed the recipe not being known by default. I forgot to rename the player.config patch file to player.config.patch >.>

Fixed the recipe not being a recipe known by default. Previously you had to enable admin powers to get it. Whoops.
