Fixed a long-standing lag spike when a new player spawned in! (Hopefully)

Basically, I precache all of the weapon models upon loading the server so that when a player spawns with a new weapon, the model is already loaded. Unfortunately, this means that your weapons list (primaries, melee, and aux) cannot be more than 2000 items long or you run the risk of crashing your game.

Also added a cleanup timer (weapons on the floor older than two minutes are deleted) and gradual healing (2 hp per second)

Completely rewrote the addon!

Now, loadouts are saved in loadouts.txt under /garrysmod/data/randomdeathmatch/
Added some commands to view, reload, and save loadouts table.

Removed many features such as kills and round timers- I will add those soon, I just felt that making a functional config file was more important.

Consider this a beta. Hopefully I didn't ruin anybody's day by replacing the functional version with this new one.
Let me know about any bugs and I will fix them ASAP.

A cleaner version..? I redid some things and tried to make it a bit more optimized. But it still has a long way to go...
