Added Imperial Palace upgrade which is gated to xenophobes through requiring the Purity Campaigns technology.

Jedi Temple tileblocker replaced with unique building.

Added three tileblockers; Jedi Temple, Senate Rotunda and Zillo Beast. The first two can't be removed, but have beneficial adjacency effects. The Zillo Beast requires the vanilla Dangerous Creature removal technology and a massive load of energy to remove, but it has really sucky negative adjacency effects that are worth getting rid of.

Additionally, some of the moon orbits have been tidied up.
