Resource buildings which previously granted buffs across all regions have been nerfed to only those regions neighboring the resource.

Resource buildings which previously granted global public order have been nerfed to only grant local (province) public order.

Resource buildings were insanely strong in vanilla, I wanted to bring them in line with Attila and Total War: Warhammer.

Politics Update!

Overall wanted to make politics a bit more dynamic than they are now.
-Reduced the "free" LOYALTY granted by imperium
-Additional LOYALTY can now be attained by attaining more political power (parties fall in line)
-PUBLIC ORDER, however, now drops with increased political power, and increases as you lose it (people don't like repression, and hate and fear you the more powerful you are)

-db added: politics lua: for decreased loyalty per imperium level

base income 2250, a 50% increase from 1500 to offset the increased unit upkeep in this mod.

Deal evaluation from TWW implemented. Much more dynamic AI now.
