* Now requires CKII 2.8 (due to using third_party_potential, shares_realm_border_with, and conditional_tooltip)
* New method for transferring counts under neighbors: it is now done by right-clicking the count vassal and selecting the duke+ vassal as a "third party". The new method often requires less clicking, and avoids problems caused by new limitations on remove_opinion.
* Now allows transfer to vassals who are "in revolt" in most cases. De jure transfers are allowed, and neighboring-count transfers are allowed if the higher tier vassal lacks a temporary title.
* AI will no longer transfer vassals who have won a war of independence (matching a change to vanilla made in 2.8)

Fixed a similar issue that broke "Transfer neighboring counts" when right-clicking an indirect vassal duke.

Opinion modifiers are now applied correctly when you transfer someone under an indirect vassal. (Previously, the opinion modifiers used "who=liege", so they were happy at their liege. Changed in several places to "who=FROM", the character initiating the transfer.)

"Transfer desired vassals" is once again enabled when right-clicking an indirect vassal. Before CKII patch 2.7, it worked accidentally. With this mod update, it works for the correct reason. (The relevant item in the CKII 2.7 changelog is "Targetted Decisions: the filter is now checked for the player's potential Decisions too".)
