- Tweaking how ethics are added to rebel country, so that hopefully they won't be despicable neutral. (And also not 6-ethic super ideologist.)
- Only grown pop can refugee.
- You can't claim victory on Prethoryn by just defeating its Vanguard super quick.

- Allow a few mundane anomalies be discovered multiple time.
- Allow AI to find terraforming candidate and living metal anomaly.
- Experimental tweak on fallen empire spawn distance, making them spawn more reliably.

- Retract a couple of instances of on_entering_system workaround, as those cases are unlikely to cause bugs, and they can conflict with MEM mod.

- Fix several distant star event bugs.
- Reenable Cloud Lightning and Amoeba Strike Craft, which are disabled (wrongly, I believe) in 2.1.1 beta 0605.
- Alter Wraith's destination selection, to avoid it stuck too easily.
- Make sure Isolated system is truely isolated.
