Applied engine and horn sounds to several emergency vehicle variants for the upcoming Oklahoma DLC. [ATS edition]

Removed patch for missing fire truck sound in ProMods Canada.
- It's expected to be patched in the upcoming 1.48 release of ProMods Canada.
- The patch will remain in the Sound Fixes Pack for the 1.47 game version.

Replaced the default electric window raising/lowering sound and its stop sounds.
- 3D interior sound.
- Includes some of the vanilla game window stop sound effects in the mix.
- Includes a variety of window stop sounds depending on the window position state.
