- Portal of Friends is now available in treasure rooms

- Spawning a Friendly Portal (without owning Portal of Friends) now spawns charmed enemies

Updated the Charge time to 4 rooms. I've received a lot of feedback regarding the charge time, both 4 & 6 were highly requested so I am going to try 4 and do some testing. I may decide to change it again to 6 in the future if I think the item is still unbalanced.
