Goal with these changes was to lengthen the Chinese <> Japanese war, making it a complete slog and to encourage Japan to enforce peace. Once they take the peace this will put them industrially and resource wise in the same place as they would have been with annexation. Finally, this enables China to return as a component in the Pacific front after the NAP expires while also reducing the province space between India <> Indochina.
