Added new PhantomEffect so that the fire burns you if you stand in it.

Edited to use Equinox's great new "Proximity Damage" mod so that the flame will now injure you if you stand in it!

The flame particle broke after a recent Keen update. It would extinguish after a few seconds.

I have fixed the problem and it's working right again!
