Added some text to the board about waiting until all users are seated to start.

Added scripting to setup.
Added new reference boards
Added new counters, put the amounts in the +/- and they will remove from the counter.
Added new boards for storing stocks
Added a pdf for the rules
Added a missing image for when tiles are in hands so they don't show up as being white for everyone else.
Removed the reference chart from the side of the board
Change the layout of hands
tried to touchup some of the edges of the tiles, the only thing that could be done to make them better would be to go through and cut out all 108 tiles to show only the actual tile rather than the punch board also but does not seem worth the effort.
