Fixed Mechanist Modifier from not working at all
Increased Mechanist Modifiers
- Robot Upkeep is now -10% (from -5%)
- Added Robot Build Speed Modifier +15%
- Added Robot Production Outbut +5%

Removed Buildspeed/Researchspeed Modifiers from Research and Production Civics
Changed the station-cost changes, its now +10% on Research and -10% on Mines (and the other way around)

Changed the Damage Modifiers from a per-type to a global ship value (Kinetic/Energy/Explosive => Damage)
Decreased the drawbacks, Defense now only has a 10% reduced damage and 10% increased shields/armor, Offense now has 10% increased damage and 10% decreased shields/armor.

Modular Bots now also has a Robot Speed Multiplier with 10%
