Civil Protection civic change: Stability penalty reduced from -10 to -5.

Change: Civil Workers Union civic has been replaced with Combine Administration to facilitate a wider arrange of changes in the future. The civic is mostly the same, with the addition of the effects of the slaver guild civic, so now your pops are enslaved in a proportion of 40% with a +10% to slave output.

Another attempt at fixing the in which when you make the citadel you cannot make other buildings. Feedback is aprreciated.

-FIX: Gestalts being able to research combine technology.
