-Fixed a small asset error where the reptilian stage two planetary ringworld would not have two rings.

Also, I just discovered the full text formatting guide for Steam and now the description looks way better.

-Added the ability to upgrade planetary ringworlds to be size 25 instead of size 16. This uses the megastructure build menu to do it, and requires a new technology:
-Added a new engineering technology, Advanced Planetary Ring Design, which is used to unlock planetary ring upgrades.
-Upgraded planetary rings have new models to reflect their status. It consists of two rings perpendicular to each other.

-Removed changes to the game rule can_planet_support_orbital_station, which means that ringworlds block their host planet from building any starports. That functionality can be restored with this. I changed it because, as some commenters pointed out, having two starports around the same planet is very powerful and not everyone wants that in their game.
-Fixed some localisation that still talked about the ringworlds being 20 tiles.

-Added some missing localisation for the planetary ringworld's tiles.
-Reduced the size of planetary ringworlds from 20 to 16 (this only applies to newly constructed ringworlds).
-Disallowed construction of planetary ringworlds around regular ringworlds, and allowed their construction around habitable worlds.
-Because they can be built around habitable worlds now, modified the game rule can_planet_support_orbital_station so that you can still build starports around the planet you've built a ring around.

-Partial fix for empires using non-default ship appearances. Building a ring around a planet properly displays the ring now, but the game won't put a larger ringworld around a gas giant for reasons unknown.
